dc.description.abstractIn complex moments of history, every nation, especially a nation with a state and traditions of statehood, which unites various peoples and ethnic groups around it, needs a Leader who is able to determine the country's development strategy and who can arm the people with the right tactics. Heydar Aliyev was such a leader for the people of Azerbaijan. The article examines the titanic work done by the great political figure to make Azerbaijan's independence irreversible, giving more importance to the third period, and presents conclusions.en_US
