Abstract

Shortly after our republic gained its independence, the formation of a new economic model in the country was initiated by the great leader Heydar Aliyev. In the first years of independence, attention was mainly focused on the oil sector among economic sectors, which made it possible for this sector to develop at a higher level than other sectors. As a result, the role of the oil factor has increased, and the volume of investments in this field has increased. At the same time, the development in the oil sector has affected other areas of the economy and expanded the state's ability to influence the non-oil sector. However, the fact that oil is a non-renewable resource and the changes in the price of oil in the world oil market in recent times have clearly shown the necessity of developing the non-oil sector. In recent years, the creation of inter- sectoral balance and efficient use of natural and material resources for the purpose of ensuring economic stability in our country remains an urgent issue. The state programs and measures implemented by the government have also created a foundation for the development of the non-oil sector. Currently, our state has chosen the development of the non-oil sector as a priority area and set it as a main task. Therefore, attention in the country is focused on raising the level of welfare of the population, transitioning to an export-oriented economy and increasing the competitiveness of the economy. Also, ensuring the sustainability of economic growth makes the development of the non-oil sector important. Thus, we can say that the development of the non-oil sector has an indispensable role in ensuring the national economic security of the country.
